Update; finally got that nutty pass side fusebox/relay center down a little bit and confirmed that the fuel pump fuse is fried...PO probably couldn't find that thing so bypassed it. Today I will square that away, and actually I hope the fuse blows again right away, because that may be my short. If necessary, I will go thru that whole wiring harness with a multimeter. I have not ruled out buying the Actron scanner but when my tech guru says I got a short, I got a short. IT IS WRITTEN.

To that end, got out the heavy artillery; went on eBay and found the Mitchell '95 GM repair manual. I used Mitchell several years ago on a '89 Cavalier and it was MONEY...that wound up being the only time I've ever replaced the computer on a car. It fixed the issue. BUT, I only did it when Mitchell said it was time to do it, at the end of the diagnosis tree. --

Progress; ditched the hotwires, got wiring/fuse/relay going on the fuel pump, used a 15 amp instead of 20 amp just to see, and it didn't blow. BUT that'* with the oil pressure sensor disconnected. Plug that back in, and it blows. I can see very frayed wires at the connector. No room to work, especially up in that fuseblock, so I will not mess around trying to confirm wiring vs. oil sensor; I'll just splice on a clean wiring plug and see what happens.

Already started checking each circuit for continuity and shorts, already done with several sensors, all ok so far,

oil switch and pump relay are normally parallel to each other, sort of redundant, the pcm works the pump for prime then run but if the relay fails the oil switch is supposed to run the engine till the oil pressure drops

Yes...this is the beast that is...FRANKENBONNIE. Buy the book; don't wait for the movie...

Today I spliced on a clean connector for the oil pressure sender, and now it runs without blowing the fuel pump fuse, as expected. Also put some insulation on the #6 plug wire since it'* so close to the O2 sensor, but the CEL is still on. Only other thing I'm aware of is one of the plugs for the A/C had the pins mashed, so I tried to straighten as best I could but still don't have it so the plug can go on.

Re: possible PCM relearn needed due to the crank sensor repair, I've been reading, and is it possible that that is only needed on '96-up OBDII system? Thanks for all of the awesome help guys,

its a guess but im thinking that the 95 is close enough on most things to the later ones to require it also. but i would have the codes read first, it would have a code for crank cam correlation i think

Well both A1Cardone and the below source say that the following require PCM relearn:

'All 1996 and newer GM vehicles with FLASH reprogramming ECCs'

Tech Tips: FLASH Reprogramming - GM Crankshaft Variation Relearn Procedure: Underhood Service

This is important, because it seems the Actron CP9145 cannot do the relearn,

ive replaced a few cranksensors and never have had to do a relearn, its more of a wait and see if it works kind of thing. if you replace it and get the code you need to have the relearn done, if no codes for it you dont have to worry about it

Okay; UNCLE UNCLE...as was prophesied by Mike1995. Justin - thanks for hunting down that Actron info. So I have the silver PCM located inside the vehicle, and I have a 16-pin DLC, so clearly I need the CP9145. There was no mention of a cable needed, yet the descriptions I see for the CP9145 on eBay mention that it can also scan OBDI (me) WITH OPTIONAL CABLES...am I to understand that the standard cable that comes with CP9145 is sufficient? I'm buying this sucker on eBay so I'll make sure it comes with cables,
