When I turn on my A/C or heat, with the blower on high, it never blows very hard. All of the positions on the switch work and max air makes it a bit louder. I am guessing a door is not opening all the way? My AC is ice cold, and the car will cool down but I would like it to blow much stronger.
Second question is about my head lights. I upgraded to HID headlights, they work fine. One quirk is if I happen to be driving when they automatically come on, the dash chimes and the traction control and abs lights come on and stay on until I turn the car off. next time I turn it one, everything is fine. If I turn the lights on by hand, it will do the same thing. If I turn the lights on and then start the car, everything works just fine. Any ideas?

I believe the headlights/brake issue was said to be related to corrosion/ground bus problem, but I'm a bit foggy on that exactly. Someone else can probably say for sure.

So, do you not get much air out no matter which ducts are in use? In other words, does the distribution to vent/heat/defrost ducts work as it should, just low volume? Recirculation vs outside air working identically?

The pathetic airflow is probably the standard feature that all of us 92-99 guys complain about. You can pull the blower motor and check for debris clogging the area, but likely it'* blowing as much as it can.
On the lights, do you have a twilight sentinel setting on the **** of your headlight switch?
Have you ever pulled the headlight switch? A common issue with 1995 headlight switches is melting and burning up. Call it a "feature"
Here'* how the one in my first Bonneville looked and how I handled it.

The problem with the lights went away on its own. Thanks for the info on the blower, I did not know that it works that way. It sure would be nice to get it to blow harder for when you just get in the hot car. After a bit, the car cools off just fine...so I can live with it.

Check this write up on cleaning your EVAP. If this is dirty it will reduce the air flow.
