With very little "aggressive driving" 10mpg city, mostly short trips on very cold days and 25mpg highway

I average 17.5 to 19 City, and I have not driven the highway, yet, due to a new engine. We will see...............

Your thermostat should not make that big of a difference on power unless the car is just getting too hot. The temperature of the air coming in, though, would makea difference. That is kind of weird if you car made a big power change

You're egr-less. It'* only a matter of time, but the 180 will help delay the inevitable. You may already have the problem. Have a compression check done. If wet and dry are about equal, it'* the valves.
