I average 17.5 to 19 City, and I have not driven the highway, yet, due to a new engine. We will see...............
Your thermostat should not make that big of a difference on power unless the car is just getting too hot. The temperature of the air coming in, though, would makea difference. That is kind of weird if you car made a big power change
