Rev limiter at forward gears?

Yup, this is what I was looking for: A specific number.
We get a lot of folks on here that that tell us that [fuel pressure is fine] while not ever having measured it. Some think it'* fine because the fuel pump is running, some because it is new, some because fuel sprays out of the test port, etc. etc. then SURPRISE when we finally get them to check, their fuel pressure is low and there'* the cause. Many just don't want to buy or borrow a fuel pressure gauge, often due to preconceived ideas of the core problem.

We are still not asking about oil pressure.

Perhaps your mechanic can tell you what the fuel pressure is. Then you could tell us.
I can't see how a TV cable would limit engine speed unless . . .
. . . means that it shifts to the next gear at 3,000RPM . . . which was not said.
Please let us know what the mechanic comes up with.

That'* weird. I've never heard of that.
A family member had a 1990 Bonneville 3.8 that I occasionally worked on and it didn't do that either. I've worked on a few others with this combination and they didn't do that.
The PCM'* on these things didn't care what gear a car was in for the purpose of running the engine. That came much later. You should be able to rev the engine until pieces come out on that year and model, in any gear.
