The only thing I mentioned is the TCC and it is either bad or you did not read it correctly. One ohm is a near dead short. I'm not wrong.

I guess, if there'* an issue with the TCC solenoid, it won't lock up, with or without the vacuum modulator connected.
I will order a new 'adjustable' vacuum modulator and post the results.
This brings up a lot of questions in my mind. I'm looking forward to how this comes out.

This has nothing to do with his problem. makes me wonder why.
